like what? =D the one in m moondoggie wallie? u see after you make out the line you can select the area in the line area that u wanna colored with. than u click select on menubar, then modify, then expand like about 1px. then u fill the color in another layer,so it wont spoiled the outline. then u put the layer under the outline layer ^^

u can also colored the path wothout outline after u make the path using pentool, u right clik on the path then fill path.

for nature background or something they ussually used photo first, than they make it different by using artistic filter or something like that. but sometimes they draw it by using pen tool like vector ^^

no prob. i dont know how to start, before i learned from my friend also. and someone gave me this tutorial. and you can start from this partits for making anime wallpaper. maybe you should learn from this =D because i cant explain a good tutorial, sorry ^^; if anything that u dont understand from that tutorial fell free to ask me

In response to your comment on my wall: There are certain programs that can create vectors, and the best and most widely used is Adobe Illustrator. There's a tool on there called the Pen Tool; and there are tutorials on the net for how to use it. You can probably learn by just playing around with it yourself though, and practicing a lot. You'll see that by clicking you make points, and the less points you require to make a shape, the better you are.
